Parking Locations and Policies

Students, professional staff, faculty, and visitors who wish to park on the Portland or Biddeford campuses must display a parking permit. Students with vehicles should register them with the . Enter 鈥91制片厂鈥 in the Permit Store search bar for a variety of parking choices. Temporary parking permits are furnished to guests of the University and part-time employees.

Snow Events

The director of Facilities will send a community announcement email at least 24 hours prior to any snow removal occurring on campus. The snow plan may be in effect for multiple days depending on the timing of the storm. 

School Closures

The school closure parking maps go into effect immediately upon school closing. The only parking lots open during a school closure on the Biddeford Campus are residential lots (#9, #14 #16, #18, #21, #22, #23, #25 and #28) as well as the back section of the Forum lot (#29) and lots Ginn/McDougall (#5) and 1075 Forest Ave rear portion of the lot (#10) on the Portland Campus, which are available for essential personnel only.

Parking Policies

Parking Permits

All students, faculty, and staff parking on university property must display a valid, current parking permit appropriate for the lot or space. No motor vehicle, as defined by Maine State Law, may be parked on campus without a current permit or temporary parking pass. Permit decals must be clearly displayed on the vehicle window, except where virtual permits are used.

Changes for 2026鈥2027 Academic Year

The following changes have been made to the 91制片厂 parking program to improve access and availability of parking on both campuses, removing barriers to campus for employees and students. The most significant changes are below.

Portland Campus Parking

Portland campus parking includes all 91制片厂-owned parking lots. We are no longer offering satellite or Bishop St. permits. All parking (except designated reserved spaces) is available to employees and commuters on a first-come, first-served basis.

Employee Permits
  • Biddeford and Portland campus permits have been consolidated into one employee permit.
  • The employee permit will be valid for both campuses and will remain active for the duration of employment.
  • Annual renewal is no longer required.
Student Commuter Permits
  • Biddeford and Portland campus commuter permits have been consolidated into one commuter permit valid for both campuses.
  • Commuter permits will be available for purchase beginning the week after commencement each year, remain available throughout the academic year, and expire May 31 of the following year.
  • The cost of a commuter permit has changed to $50.
  • Summer of 2026: 2025鈥2026 commuter permits remain valid until August 31, 2026, and will be honored until that date. A 2026鈥2027 commuter permit will be required after that time.
Employee Parking Permits
  • Employee Permits: Employee parking permits are valid for the Biddeford and Portland campuses. Employees may park in any space not designated for a specific person or purpose (e.g., Service Vehicle, Reserved). Employee permits remain active for the duration of employment and are deactivated upon termination. Permits are obtained at the time of hire, are valid indefinitely, and may be replaced when a new vehicle is registered. After May 18, 2026, all employees must obtain a new lifetime permit. Permits from previous years will no longer be valid.
  • Reserved Permits: Reserved parking permits are issued with approval from the Office of the President and authorize parking in designated reserved spaces and all Biddeford and Portland parking lots, excluding specially designated spaces (e.g., EV, patient), which may require separate authorization. Reserved permits remain active while the employee is approved and employed by the University and are deactivated upon termination or change in position. After May 18, 2026, all employees must obtain a new lifetime permit. Permits from previous years will no longer be valid.
Student Parking Permits
  • Biddeford Resident ($410): Biddeford Residential Permits will be made available based on seniority (by accumulated credit hours, not anticipated graduation year) at the university, and if they are living in on-campus housing.
  • Commuter ($50): Valid for the Biddeford and Portland campuses. Commuter permits allow parking in designated commuter locations.
Virtual Motorcycle Parking Permits 2026鈥2027

Motorcycle permits are available as a virtual supplemental permit from May 1 to October 31 by contacting the Office of Safety and Security. Because this is a virtual permit, no window decal will be mailed. The permit is issued per motorcycle/scooter at no cost as a supplement to an Employee, Commuter, or Residential permit. Residential motorcycle permits are only permitted to park in residential parking lots. Motorcycles must be parked in designated parking spaces; motorcycles parked in non-parking spaces are subject to ticketing. 

EV Add-on Permit 2026鈥2027

For the 2026鈥2027 academic year, an EV add-on decal is required for any plug-in electric vehicle using designated EV parking spaces* on the Biddeford or Portland campuses. EV owners must also hold a valid Faculty/Staff, Commuter, or Resident permit based on eligibility. Vehicles parked in EV spaces without an EV add-on decal, or parked long-term in EV spaces, are subject to ticketing and/or towing at the owner鈥檚 expense.

All EV Add-On Permits: $100

The cost of the EV add-on decals was determined based on a comprehensive analysis by the 91制片厂 Transportation Committee and recommendations from the Office of Sustainability.

*EV spaces located in Lot #8-Marcil Hall Rear/Morgane Hall Front on the Biddeford campus are excluded from the EV Add-on permit and open to any EV vehicle due to being pay-per-use. 

Handicap Registrations/Temporary Placards

Vehicles displaying a valid handicap license plate or placard from any state may park on the Biddeford or Portland campuses in designated handicap spaces or, if unavailable, in other valid spaces that provide reasonable access. The vehicle must be operated by or be transporting the individual to whom the designation is issued. Misuse of a placard, including expired or altered placards, may result in a $100 91制片厂 fine and additional law鈥慹nforcement penalties.

Employees and students with permanent handicap registration may receive a free 91制片厂 parking permit with proof submitted to Office of Safety and Security. Temporary placards are not eligible for a free permit, but allow permit鈥慺ree parking while valid; a current permit is required once expired.

Students may obtain a temporary handicap permit through Student Health (Biddeford or Portland) or Athletic Training (Biddeford), issued by the Office of Safety and Security for use in handicap spaces only. Faculty and staff must obtain temporary accommodation approval through Human Resources.

Carpool Hang Tags

Faculty, staff, and commuter students who wish to use designated carpool spaces on the Biddeford or Portland campuses must have a valid 2026鈥2027 parking permit and obtain a carpool hang tag from the Office of Safety and Security on either campus. To use a carpool space between 6:30 a.m. and 4:30 p.m., the vehicle must have at least two occupants (one driver and one passenger). Violations will result in a $50 citation per incident.

Carpool hang tags are vehicle-specific, non-transferable, and must be properly displayed when using a carpool space. If no carpool spaces are available, drivers must park in a location appropriate for their permit. Resident permits are not eligible for carpool hang tags.

Temporary Parking Passes

Temporary one-day conference parking passes for university departments or colleges are available upon approval from the Office of Safety and Security by submitting an online request.

  • University departments requesting parking for guests may now submit departmental guest permit requests electronically through the university鈥檚 parking portal at:
  • Departments must create and maintain a separate departmental account to request guest permits. Guest vehicles may not be associated with individual employees or personal parking accounts.
  • Departmental guest permits are issued for single鈥慸ay use. Requests for guests attending campus on multiple or extended days must either be submitted separately for each day or clearly documented within the request for administrative review. All departmental guest permits are subject to approval by the Office of Safety and Security.
  • Upon approval, a temporary digital permit will be issued via email. Departments are responsible for forwarding the permit to the guest and ensuring it is printed and displayed on the vehicle dashboard while parked on campus.
One Day Guest Parking (Non-Sponsored Visitors)

On the day of, one鈥慸ay parking passes for non鈥91制片厂鈥慳ffiliated or Sponsored visitors can be requested in person at the Office of Safety and Security on either campus. If a visit is planned in advance, you can request a permit by contacting the Office of Safety and Security at parking@une.edu.

Conference Parking

Conference parking requests involving more than five (5) vehicles must be submitted for approval to the director or associate director of the Office of Safety and Security no less than 30 days prior to the event.

Parking reservations for conferences or special events must also be submitted at least 30 days in advance and are limited to designated overflow parking areas:

  • Biddeford Campus: Lot #29 鈥 Forum
  • Portland Campus: Lot #11 鈥 Bishop Street

Requests for parking reservations in other locations will be evaluated based on the date requested, time of day, and parking availability.

Late Requests

Requests for one鈥慸ay parking, departmental guest permits, conference parking, or parking reservations submitted outside the required timeframes will be reviewed on a case鈥慴y鈥慶ase basis and are not guaranteed.

Eligibility Restrictions

Temporary parking passes are not valid for full鈥憈ime faculty or staff, residential students, or commuter students. Commuter students are not eligible to receive guest parking permits unless they are formally considered away on rotation and are visiting campus for a limited and defined timeframe, in which case a guest permit request may be reviewed on a case鈥慴y鈥慶ase basis by the Office of Safety and Security.

All permit decals are sold online at . The cost of a university parking permit is a flat fee based on the permit type and is non-negotiable or refundable. The cost must be paid online by credit card or billed to the student account (must have a valid PRN).

Beginning Monday, May 18, 2026:

  • Employees
    • Employee permits will be available to employees who have on-site responsibilities on the Biddeford or Portland campuses.
    • Permits will not expire and remain valid for the duration of employment (a.k.a. a lifetime pass).
    • Employees may add/remove vehicles from their accounts at any time and can request a new permit due to a change in vehicles driven to campus.
  • Commuters
    • Commuter permits will be made available for commuter students on the Biddeford and Portland campuses for the 2026鈥2027 academic year.
    • Permits will be valid until May 31 of the 2026鈥2027 academic year.
    • Students are required to have a valid commuter parking permit to park on 91制片厂 property.

Monday, August 3鈥揟hursday, August 6, 2026:

  • Biddeford upper-class residents will be able to purchase parking decals.

Friday, August 7, 2026:

  • Biddeford freshman residents will be able to purchase remaining parking decals.
  • Biddeford resident permits are sold on a first-come, first-served basis due to limited numbers.
Residential Waitlist/Special Requests/Exceptions

When Residential Parking Permits are sold out, a waitlist will be implemented through . As permits become available due to student transfers or withdrawals, they will be offered to students on the waitlist. Placement on the waitlist does not guarantee issuance and wait times may be extended.

Requests for parking permits based on special circumstances may also be submitted through une.thepermitstore.com and are reviewed on a case-by-case basis. Examples include long-term medical accommodations, educational needs, or other circumstances requiring a vehicle on campus. Requests are reviewed by the Office of Safety and Security and may involve Student Health Services and/or Student Access. Approval is not guaranteed, and exceptions are not typically granted for off-campus employment alone.

Where to Park

Students

Biddeford Resident Students

Students living on the Biddeford Campus must have a Resident parking permit and park in Resident parking lots*. The total number of residential parking permits will be capped based on capacity. Once the total number of permits has been sold, no more permits will be issued. Parking in any other lot, Monday鈥揊riday (excluding holidays), is prohibited. 

Resident lots include:

  • Lot #9: Marcil Hall Upper Rear Lot
  • Lot #14/#16: Frederick Lot
  • Lot #18: Marine Science Overflow
  • Lot #21: SASC
  • Lots #22, #23, and #25
  • Lot #28: Sokokis
  • Lot #29: Forum (back section for overflow)

*Residential students will be permitted to park in commuter lots (7, 8, 11) on the Biddeford campus on weekends, beginning at 6 p.m. on Friday night and ending at 10 p.m. on Sunday night. This also applies to EV Add-On Decals. All vehicles need to be returned to their respective residential lots by 10 p.m. Sunday night. This will also be strictly enforced with ticketing, vehicle boot application, and towing. Special events, lot closures, or other circumstances may impact this privilege. Please look out for email communications for the most up-to-date information. 

**Residents attending class on the Portland Campus can park in any lot designated for Commuter students. 

Residential Temporary Guest Parking Passes

Residential guest parking permits are available for the 2026鈥2027 academic year. Permits are for residential visitors only and may not be used by residents or other residential students. The sponsoring resident must request the guest pass through the Permit Store, and it must be approved by the Office of Safety and Security before it is valid. Guest passes are valid for up to two consecutive days, and overnight guests must be approved by Housing. Unauthorized guests may be required to leave campus.

The sponsoring resident is responsible for any parking violations issued to a guest vehicle; unpaid violations will be charged to the resident鈥檚 student account.

Approved guest passes must park in Lot #29 (Forum, back section). During special events or lot closures, guest passes may park in other designated lots for the duration of the closure. Once the lot reopens, vehicles must return to Lot #29 to avoid ticketing.

Commuter Students

Commuter students (those who live off campus) must park in a commuter or residential lot. Commuter students are prohibited from parking in reserved parking (designated reserved or other). Parking is available on a first-come, first-served basis.

Biddeford commuter lots include:

  • Lot #8: Marcil Hall Rear and Morgane Hall Front
  • Lot #9: Marcil Hall Upper Rear Lot (residential)
  • Lot #11: Gregory Lot

Portland commuter lots include:

  • Lot #1: 812 Stevens Avenue
  • Lot #2: HBACHS

  • Lot #8: College of Pharmacy/Finley Recreation Center

Commuters can park in residential lots (see resident lot information above) if needed. 

Physician Assistant Students:

  • Must have a Parking Permit for all years except the second year. Students returning to campus during the second year must display a temporary pass.

College of Osteopathic Medicine Students:

  • Must purchase the appropriate Portland Campus commuter parking permit for their first and second year, and are not required to purchase a permit for the third and fourth years. COM Fellows will be considered faculty/professional staff for the purposes of permit selection.

Faculty and Professional Staff

Employee parking permits are valid on both the Biddeford and Portland campuses. Employees may park in any space not designated for a specific person or purpose (e.g., Service Vehicle or Reserved). Permits are issued at the time of hire, remain active for the duration of employment, and are deactivated upon termination. A new permit may be issued when a different vehicle is registered. All parking is available on a first鈥慶ome, first鈥憇erved basis.

Enforcement

All people parking on 91制片厂 property must comply with all signage and related parking policies. The Safety and Security Department will conduct the enforcement of the 91制片厂 parking policy. 

Penalties/Fines

Fine Amounts

Fine Amounts for all violations (except handicap violations, Patient Parking, Failure to Obtain 91制片厂 Permit, boot applications, obstructing snow removal, tow charges, and carpool violations) are tiered. 

Tiered fine amounts for all violation types. The escalation of the fine will occur when repeat violations for the same offense occur. 

  • First offense: $15.00
  • Second offense: $30.00
  • Third and subsequent offense: $50.00
Student Conduct (students) or Human Resources (employees) Referral

Ten or more tickets in academic year flagged as Habitual Offender and referred to Student Conduct or HR.

  • Disciplinary first offense recommendation 鈥 Banning to Forum parking lot.
  • Disciplinary second offense recommendation 鈥 Parking privileges revoked entirely and vehicle subject to towing off-campus. 
Vehicle Boots

Applied for third or subsequent offense of Failure to obtain 91制片厂 permit.

  • $50 admin fee for application/removal of boot
  • $25 daily charge for boot remaining on vehicle.
  • Vehicle will be towed off campus after one week (7 days) of remaining on campus with boot continually affixed.

May be applied for any other reason when approved by Safety & Security leadership (Director, Associate Director, Assistant Director, Supervisor)

Towing

$100 admin fee for towing vehicles on campus (issued by Safety & Security). Towing of vehicles is reserved for the following circumstances: 

  • Hindering snow removal operations
  • Parking in Reserved parking, hazardous parking (obstructing travel lanes, blocking driveway, blocking vehicles, parking in an unsafe manner), or fire lanes.

A towing fee for off-campus tows will be assessed by the tow company and must be paid directly to the tow company prior to the vehicle being released. The cost of the off-campus tow and is subject to change after hours and on weekends and holidays.

  • Student Conduct parking referrals (10 or more parking tickets in an academic school year), and;
  • Parking on campus after their parking privileges have been revoked or suspended, or;
  • Other persons banned from campus
  • Failure to remove boot/pay fines.
Weekend/Holiday Parking

Friday 6 p.m. to Sunday 10 p.m., holidays and vacation weeks, residential students will be permitted to park in certain commuter parking lots (Lot #7- Marcil Hall Front, Lot #9- Marcil Hall Upper Rear Lot (Residential), Lot #8- Marcil Hall Rear and Morgane Hall Front, Lot #18- Overflow Lot (Marine Science), Lot #11- Gregory Lot). All Reserved parking including lots designated Faculty/Staff only parking will continue to be enforced.  After 10pm Sunday, ticketing will resume at the discretion of the Safety & Security department. 

Unpaid Violations

Any unpaid violations received by a student will be transferred to the student鈥檚 account on a monthly basis. Once the violations are transferred to the student account, the outstanding balance must be paid prior to registering for classes the following semester, receiving final grades, or attending graduation. Unpaid violations by faculty or staff will be forwarded to Human Resources.

Overnight Parking
  • Overnight parking on campus is not permitted without prior authorization from Safety & Security. Sleeping or camping in a vehicle on campus is not permitted.
  • Sleeping or camping in a vehicle on the Biddeford campus is not permitted.

Warnings will be issued based on the officer鈥檚 discretion based on the severity of the violation and violation history if possible and based on the information readily available when issuing the violation.

Biddeford Campus Snow Removal

To ensure the safe and effective removal of snow and ice, the Office of Safety & Security and Facilities Management have established a snow removal plan that is activated during unsafe weather conditions. Priority is given to clearing visitors, faculty/staff, and commuter lots during the snow event, with remaining lots addressed after the event concludes.

When a forecast predicts measurable snow or ice, the Director of Facilities Management will issue a community email at least 24 hours in advance identifying available and closed parking lots. If conditions require a full campus closure, the Director of Safety & Security will include the 鈥淪now Removal School Closed Map鈥 in the closure notification, which takes effect immediately. During full closures, late starts, or early releases, all lots except Residential are closed.

Vehicles parked in closed lots are subject to a $50 violation for obstructing snow removal and may be towed at the owner鈥檚 expense, resulting in a $125 violation. Snow removal maps for each phase are available at /parking.

Appeals for Parking Violations

Appeals for parking violations can be made at and must meet the following criteria: A genuine, urgent, and verifiable situation that necessitated violating 91制片厂 parking policies. Any other reasons will result in the violation being upheld and the fine must be paid. All appeals will be reviewed by the Director of Safety and Security or their designee.

Anyone coming to the Office of Safety and Security to appeal a ticket without a scheduled appointment will not be seen and must return once an appointment has been scheduled and confirmed. Requesting an appointment can be done by emailing parking@une.edu. If the above-mentioned criteria are not met, the violation appeal will not be granted.
